Don't know about the "popping" on the windshield mounts Mike but the windshield should have made some difference - did you mount it a long distance forward on the handlebars? What speed were you driving when you felt it was making no difference?
If the windshield is to far forward it will not be very effective - the wind comes swirling around the sides and top and can actually make it feel windier than previously - where the use of a windshield really comes into play is on rides at highway speeds - pulling against the wind for any distance to hold yourself on the bike is significantly changed if the shield is there and doing its job of breaking the wind for you.
To stop the windshield from "creeping" backwards under wind pressure especially at highway speeds - be prepared to use locktite or a similar product on the mounting bolts.
Keep the rubber side down
